Woman pretending to clean steals jack stand; 3 steal GPA power lines

A resident faces three criminal charges pretending to clean and then stealing a jack stand, according to documents filed in the Superior Court of Guam.

On April 25, police responded to a theft complaint at a residence in Yigo. A victim reported that a jack stand had been taken from their garage. The victim stated that they had last seen the jack stand under their table in the garage.

The victim played back the surveillance footage on her camera and learned that on April 24, their neighbor, Joann Lyn Mansapit, walked into the victim’s garage with a broom “pretending to clean,” placed the broom down, picked up the jack stand under the table and walked away with it. The report indicated that the estimated value of the jack stand was $300.

On July 10, police responded to a burglary in progress at a residence in Dededo. The second victim reported that their residence, which was previously secured, appeared wide open with the doors unlocked. They also observed tables that were previously inside their kitchen were now left outside. The victim in Dededo told officers that they had last secured her home around July 2.

Officers reviewed the footage and confirmed the victim’s account of the incident. While investigating the burglary, an officer heard noises coming from the kitchen and saw Mansapit in the kitchen. The homeowner told officers that they did not know Mansapit and she had no reason to be in their home, according to court documents.

Joann Lyn Mansapit is facing a charge of burglary as a second-degree felony along with criminal trespass and theft as misdemeanors.

Three individuals face misdemeanor charges after being found with lines that belong to the Guam Power Authority, according to documents filed in the Superior Court of Guam.

On Jan. 23, police responded to a theft of property complaint at a residence in Mangilao.

The victim reported that their Shindaiwa bushcutter had been stolen. The value of the bushcutter was $500.

Earlier that day, the victim’s mother told him that around 8:30 a.m., unknown individuals came to their residence and spoke with her, but she did not find it to be suspicious. The victim then checked their garage area and discovered their Shindawa bushcutter to be missing, according to court documents.

The victim reviewed their home surveillance footage and noted 2 light blue colored vehicles parked along the driveway of his residence with a woman and two men who were not familiar to him. After posting the surveillance footage on Facebook, the victim received information regarding the individuals’ identities, who were identified as Paul Anthony Quichocho Aguon, Denzale Whitaker and Olivia Palakiko.

On June 27, police responded to a theft of GPA power lines in Dededo, according to documents filed in the Superior Court of Guam.

A witness reported that they had seen two unknown male individuals loading a power line into the trunk of a Toyota Camry.

Despite the witness telling them to put the line back, the two men refused and kept loading the line into the trunk. The witness then took photos of the individuals and their vehicle.

The report indicated that the power line was described as a “Lott insulated triplex copper power line” and that the length of a power line was approximately 100 feet long. Approximately 80 feet had been cut from the line.

Jeffrey Fejeran, an investigator from the Guam Power Authority, stated that the value of each foot of the power line is $3.00. He also told officers that because a significant length of the line was cut, the whole line would have to be replaced.

On or about June 30, police responded to another theft of GPA power lines in Yigo. The witness reported that their daughter had seen two unknown male individuals and a female individual loading cables from a power pole into the trunk of a Toyota Camry at around 11-11:30 a.m.

Paul Anthony Quichocho Aguon faces three counts of theft as a misdemeanor while Denzale Whitaker faces three counts of complicity to commit theft as a misdemeanor. Olivia Palakiko also faces two counts of complicity to commit theft as a misdemeanor.

Shame on these people who committed theft, especially now when Guam recovering from this devastating typhoon. All I can say is jail time and pay back losses.
